Microsoft retires Pay-as-you-go billing setup for Copilot Chat in the Power Platform admin center

Microsoft is retiring the Pay-as-you-go (PAYG) billing plans for Microsoft 365 Copilot Chat in the Power Platform admin center. Existing PAYG plans that were created there will remain active and manageable, but the ability to create new ones is being removed. Microsoft will also discontinue support for these existing Power Platform PAYG plans.

This change consolidates PAYG management within the Microsoft 365 admin center to simplify billing administration, align role-based access controls, and centralize auditing and policy management.

Impact for your organization

Before Microsoft introduced the PAYG setup in the Microsoft 365 admin center, administrators could enable PAYG billing for Microsoft 365 Copilot Chat directly in the Power Platform admin center. This setup even created a new Power Platform environment for Microsoft 365 Copilot Chat.
In practice, this meant there were two different places to configure PAYG billing for the same product, which can lead to confusion.

Starting on 3 October 2025, Microsoft will retire the PAYG setup for Microsoft 365 Copilot Chat in the Power Platform admin center. The option to create new billing plans will be removed. Existing plans will remain available for management, but will no longer receive support.
Going forward, administrators should create and manage PAYG billing plans for Microsoft 365 Copilot Chat in the Microsoft 365 admin center. A Microsoft 365 Copilot license is not required to use the PAYG billing option.

Migrating from a Power Platform PAYG plan to a Microsoft 365 PAYG setup is straightforward; all required configurations, such as Azure subscriptions and user mappings, already exist in your current setup. Refer to the setup guide for instructions.
