New Microsoft Entra ID admin role: Dragon Administrator

Microsoft has added a new Entra ID admin role: Dragon Administrator. This is the 124th admin role in Entra ID.
This new admin role is specifically for healthcare and clinical organizations. It is directly connected to Dragon Copilot and related to the Dragon Admin Center.

Dragon Copilot became available in May 2025 in the United States and in June in Canada. General availability in the United Kingdom and Ireland is planned for September 2025. France, Belgium, Germany, Austria, and the Netherlands are scheduled to follow between late 2025 and 2026.

Dragon Copilot is an advanced AI-driven tool designed to streamline clinical workflows. It automatically generates clinical output from recordings, which can significantly enhance efficiency and accuracy in healthcare settings. Here are some key features:

  • Document generation: Dragon Copilot creates documentation for use in clinical notes. This saves time for healthcare professionals by eliminating the need to manually transcribe or organize information.
  • Discrete clinical data: Beyond notes, Dragon Copilot can also generate discrete orders, conditions, and other clinical data. This functionality ensures that partner systems receive accurate and complete clinical data in their systems.
  • Partner integration: Dragon Copilot is designed for Microsoft development partners who want to embed this powerful technology into their own systems. By integrating Dragon Copilot, partners can enhance their healthcare solutions and improve patient care.


With the new Dragon Administrator role, organizations no longer need to depend on the Global Administrator role to manage Dragon Copilot. The User Administrator role may still be required (see prerequisites).

Users with the Dragon Administrator role can manage the full administrative experience in the Dragon Admin Center, including:

  • Provisioning & Organization Management: Provision products, maintain the organizational hierarchy, and oversee healthcare groups.
  • Dragon Copilot Configuration: Manage settings, configure embedded experiences within EHRs, view analytics, and maintain library objects.
  • Support & Operations: Create, manage, and monitor support tickets for the organization.
  • Licensing & Billing: Create, view, manage, and track billing plans for purchased licenses.

This role provides end-to-end control over Dragon Copilot setup, operations, and governance.
