AI image generation usage limit in Copilot Chat has been changed

Commercial users who do not have the Microsoft 365 Copilot license can no longer create up to 15 free AI images per day in Copilot Chat (via Microsoft Designer / Visual Creator). 
 

When will this happen

Microsoft implemented this change at the end of April 2025. 
 

How does this affect your organization?

Before the end of April 2025: 

Microsoft communicated a limit extension for commercial users with a Microsoft 365 Copilot license in April 2024.

From April 2024:
…later this month we are bringing expanded image generation capabilities in Microsoft Designer to users of Copilot for Microsoft 365, including priority access during peak times. … Starting next month, we’ll increase the number of image generation boosts per day from 15 to 100.

  • Users with no Microsoft 365 Copilot license had a daily limit of 15 AI images. 
  • Users with a Microsoft 365 Copilot license had a daily limit of 100 AI images. 


Since the end of April 2025: 

  • Users without a Microsoft 365 Copilot license can generate an uncommunicated daily limit of AI images. The daily limit is not publicly disclosed and is subject to change. In recent tests, my limit and that of several test accounts was one image per day, but Microsoft does not communicate the number.  
    Once users reach the daily limit, they receive an in-product message informing them that they have reached their daily allotment for image generations and must wait until the next day when their allotment refreshes. A Microsoft 365 Copilot license removes the limit.

  • Users with a Microsoft 365 Copilot license can now generate an unlimited number of AI images per day.
